- To strike the provision that $40 billion of savings be made in the Social Security system for three fiscal years; to establish that changes in the system are not to be made for budgetary purposes; and to ensure that any changes in the system are to be made solely for the purpose of ensuring the solvency of the fund and only in the amounts absolutely necessary to preserve its financial integrity.
