An amendment to remove the domestic content requirement for legal trade from any Japanese vehicle manufacturer if the U.S. deficit in balance trade in automotive products with Japan for model year 1982 is 'not greater, as a percentage of the deficit in goods and services with Japan' for the year of the model in question, than the percentages in the following: '84-74 percent, '85-86 percent, '86-104 percent, '87 and thereafter - 130 percent.
