An amendment to the Schumer amendment. The amendment strikes the word 'not' from the Schumer amendment to change the intent of the Schumer amendment to be to remove the domestic content requirement for legal trade from any Japanese vehicle manufacturer if the U.S. deficit in balance of trade in automotive products with Japan for model year 1982 is 'greater, as a percentage of the deficit in goods and services with Japan' for the year of the model in question, than the percentage in the following: '84-74 percent, '85-86 percent, '86-104 percent, '87 and thereafter - 130 percent.
