A substitute amendment to the Addabbo amendment. The amendment prohibits use of part of the MX R and D funds provided (560,000 dollars) until April 30, 1983. It also increases from 600,000,000 dollars to 775,000,000 dollars the amount available for obligation for MX R and D until September 30, 1984. The Addabbo amendment had reduced funds, the Edwards (AL) substitute does not change the total provided in the bill for MX R and D, but slows down its expenditure to permit Congress to evaluate the MX basing mode.
