Amendment97th Congress
An amendment to strike the language of section 401 and insert new language. The new language requires that all steel, cement, and manufactured projects used under specified transportation acts must be manufactured in the U.S. This will not have to be followed if the items are not produced in the U.S. in sufficient quantity and quality. Also, 50 percent of bus or rolling stock parts may be foreign made, but the items must be assembled in the U.S. States are given the right to enact more stringent 'buy America' requirements and the Secretary is not to promulgate regulations which thwart the stricter requirements.
