An amendment to strike the Highway Beautification section of the bill and substitute a new section. The new section requires the Secretary to submit, within one year, a study to Congress on the effectiveness of the Highway Beautification Act in controlling and removing outdoor advertising signs. The study is to list state and local responsibilities in such control if federal programs were to be phased out. And the study is to provide alternative methods for meeting the ends of the beautification act.
