An amendment to the section that declares the states should control outdoor advertising. It restores language of previous legislation striking "in order to protect public investment in highways, preserve communications through outdoor medium, and to promote natural beauty in scenic areas" and inserts in areas adjacent to the Interstate System and the primary system in order to protect the public investment in such highways, to promote the safety and recreational value of public travel, and to preserve natural beauty".
