An amendment to change the name of section 150 from "Advancement of Non-federal Share" to "Temporary Matching Fund Waiver", and reduces the time period for the waiver by one year to 1983. The amendment requires the Secretary of Transportation to establish regulations under which a state certifies it cannot match funds. It also strikes the requirement that funds for maintenance and interstate resurfacing are not to be paid until such waivers are repaid, but provides mechanism for withdrawing funds from the states sources of highway revenues to repay the advanced funds.
