An amendment to strike out section 141 of H.R. 7187 as reported and insert new language. The new section provides for monitored retrievable storage by requiring a study to be completed within five years by the Secretary to be submitted to Congress which proposes construction of one or more monitored retrievable storage facilities for high level radioactive waste and spent nuclear fuel. The plants are to accommodate civilian waste. The plan is to provide for funding of the construction and maintenance of the facilities by the generators and owners of the waste. The new language requires complete environmental impact statements.
