An amendment to remove the requirements that registration functions under the act be in accord with approved rules of the Commission and permit them if the rules have been submitted for approval. Any other provision of the law is not to permit such registration. The amendment also permits the Commission to require Futures Associations to perform any part of the registration functions (other than a contract member) it designates. In this respect, a Futures Associations may refuse to, or conditionally register a person. An appeal process is set out in the amendment. Approvals of registration are not enforced for 15 days in which the Commission may review the registration.
