Amendments en bloc to change requirements imposed by the bill on Presidential approval of state plans for developing worker skills. It 1) requires the plans to conform to state and federal laws on health and safety standards (instead of having "appropriate" standards); 2) requires workers compensation to conform with state laws if any or with regulations set by the Secretary of Labor (instead of "appropriate" compensation protection); 3) strikes the prohibition on requiring union membership in certain conditions; and 4) requires participants under the act to give assurances that funds provided by the act will not be used to assist, promote, or deter unions organizing (instead of simply stating that funds may not be used to assist, promote or deter unions organizing).
