A substitute amendment. The substitute transfers $1.5 billion from the synfuels program to be used for a jobs program for persons unemployed for at least six months. It allocates 50 percent of the funds for jobs for persons receiving unemployment benefits, 25 percent for those receiving AFDC benefits and 25 percent for those receiving neither of these. It also provides that job holders be paid the minimum wage, except that AFDC and unemployment benefit recipients will be paid at their benefit level if the level is above minimum wage.
