An amendment to reduce the funds provided NASA for research and development, performance augmentation, that are to remain available until September 30, 1984 from $5,542,800,000 to $5,402,800,000. The amendment also adds the stipulation that one of the funds provided NASA in the bill are to be used for the sole source procurement of the design, development, or production of liquid hydrogen and liquid oxygen (Centaur) upper stages.
