An amendment to add a new section. The new section requires public notice, for the purpose of comment by the users, of the intention to close a weather station. The Secretary must consider the patrons' views in decisions to close or consolidate weather stations. If, after considering the public comments and effects of a possible closing, the Secretary decides to close the station, a written report setting out his findings and reasons must be made available to the users of the station 60 days prior to the proposed closing date. A process to appeal closings to the Federal Committee for Meterological Services and Supporting Research is provided for any person served by the station in question.
