An amendment stating that it is the sense of Congress that insured loans and guaranteed loans for industrial development also be available for facilities for the conversion of agricultural commodities into alcohol and hydrocarbons for use as motor fuel or other fuel, and that the Congress encourages the USDA to be more aggressive in pursuing opportunities to assist in the development of an alcohol fuels industry in the U.S. through the proper use of industrial development funds.
