A substitute amendment. The new text waives clause 2, Rule XXI and clause 6, Rule XXI against consideration of specified provisions in the bill. It provides that in any case where points against only portions of paragraphs are waived only the remaining parts of those paragraphs remain subject to points of order, and not the entire paragraphs. It also provides for consideration of two amendments printed in the RECORD on 8/12/82 by Messrs. Broyhill and Levitas if offered by the authors respectively. All points of order against the amendments are waived.
