An amendment to add the condition for the release of certain funds for the Northeast Corridor Project that New York approve a plan for the acquisition and rehabilitation of a line and construction necessary to facilitate improved rail passenger service between Spuyten Duyvil, New York, and the main line of the Northeast Corridor, and approved a plan in concert with Amtrak and appropriate local governmental officials, for the improvement of the Amtrak station at Syracuse, New York.
