A substitute amendment striking all after the enacting clause and inserting new language. In addition to making technical changes the new text provides for modifying regulations for hazardous waste when they are applied to small generators (from 100 kg to 1000 kg per month). It also provides for reports on wastes for which one or more types of land disposal may not be protective, listing other means of disposal that may be protective. Regulations restricting land disposal of such waste are to be promulgated. The amendment also adds regulations for production of fuel from hazardous waste materials as well as provisions for a demonstration project for solid waste disposal.
