An amendment to the Carney substitute amendment as amended by the Fuqua amendment. The amendment adds a new section providing for a Senior Environmental Assistance Program. The Director of the EPA is to use existing older American employment programs to develop this program to carry out the provisions of the Act. The program is to supplement, and not supplant, existing jobs.
