An amendment to exempt certain contractors from the Davis-Bacon provisions of the Act. The amendment provides that firms may bid on construction contracts basing their bids on wages that are not in accordance with the Davis-Bacon provisions. If such bids are within 10 percent of the lowest bid that takes into account wages under the Davis-Bacon provisions, and if such bids are awarded the contract, the bidder will be exempted from the Davis-Bacon requirements.
