An amendment to place limitations on U.S. contributions for NATO infrastructure. If the Secretary of Defense determines that any three of the NATO members that pledged in 1977 to increase defense spending in real terms by at least 3 percent per year have not achieved that increase for FY '83 over FY '82, the U.S. contribution for FY '83 for that infrastructure is to be withheld.
