A substitute amendment to the Dellums amendment. The Brinkley amendment adds a new text placing a limitation on funds for MX construction, prohibiting the expenditure of funds until the President completes a review of alternative MX missile system basing modes notifying Congress, in writing, of his choice, and 30 days have expired since the receipt of the notice by the Congress. The 30 days are to be continuous sessions of Congress.
