An amendment to add that obtaining a freeze or continuing it in accord with this resolution is to cease to be an element of the START process at the end of two years from the time of enactment of this resolution. This is to be waived if the President verifies that "substantial progress is being made in negotiating substantial equitable and verifiable reductions".
