An amendment to permit the FCC to list criteria for making compensation to broadcasters adversely affected by this program. The amendment makes suggestions of what criteria may be established, although the Commission is not limited to those suggestions. They include: a) threshold loss of service to any compensation recommendation, b) duration, stability, and extent of Cuban interference, and c) limits on the type and extent of reimbursable expenses.
