An amendment to provide that the Secretary shall provide, either directly or through grant or contract, for the conduct of programs to meet the employment needs of veterans. Such programs for veterans shall emphasize the needs of disabled veterans, veterans of the Vietnam era and veterans who have recently been separated from military service . The amendment also provides that .4 percent of Title II funds of the act (Employment and Training Services for the Disadvantaged) shall be spent on veterans' programs.
