A substitute amendment. The substitutes makes revisions in the food stamp provisions. It would: 1) authorize the Agriculture Department to require that applicants are looking for a job at the time they apply for food stamps; 2) establish guidelines for expedited service, including a gross income and liquid assets test, and require that benefits be issued to those eligible for expedited service not later than 5 days after application; and 3) require states failing to reduce their error rates by specific targets for FY '83 - FY '85 to repay by the government the value of benefits exceeding the target error rates.
