An amendment to the Energy and Commerce Committee amendment. The amendment strikes the criteria in the bill for selecting the frequency for the Station and substitutes that the Board may prepare or obtain material that is suitable for radio broadcasting, and then pay stations that broadcast to Cuba already, to broadcast the material. The amendment also adds a stipulation to the use of the Marathon, Florida facility. The stipulation is that the government must choose a non-AM frequency and that the Marathon facilities must be convertible to that frequency.
