An amendment to change the relationship of the Private Industry Council and the prime sponsor in planning activities under the Act. The bill provision that the PIC will share "joint responsibility" with the prime sponsor is struck and language stating it will "participate" with the prime sponsor is inserted. The PIC must review plans, but its consent for implementation of the plan is no longer mandatory.
