An amendment to strike the language stating the U.S. and the U.S.S.R. should immediately enter to the START talks and say instead that the aims of the talks should be consistent with the maintenance of essential equivalence in overall nuclear capabilities. It changes one of the ends of the START talks from giving special attention to destabilizing weapons that make a nuclear freeze difficult to simply giving that attention to destabilizing weapons. And the amendment adds the following: "Consistent with pursing the over-riding objective of an immediate freeze, nothing in this resolution shall be construed to prevent the United States from taking advantage of concurrent complementary arms control proposals.".
