A substitute amendment to substitute the text of H.J. Res 538 for the text of H.J. Res. 521. The substitute expresses the support of Congress for the U.S. and the U.S.S.R. to engage in "substantial, verifiable, equitable, and militarily significant reductions" of their nuclear weapons. The text also affirms support for federal law that prohibits the U.S. from making accords that provide for force levels lower than that of the U.S.S.R The amendment has no provisions relating to SALT II, but supports entering into the START talks.
