The amendment provides for paying the full insurance premium for mortgages at the time the mortgage is purchased. The increase in initial outlay by the purchaser is to be excluded from calculation of FHA's mortgage limits. Also, if the mortgage is paid off prior to its due date a prorated rebate on the premium is to be paid to the original purchaser. And, these provisions are not to be implemented unless they are found to be actuarially sound.
