CLERK read a committee amendment of the Committee on Energy and Commerce. The amendment provides that the Assistant Secretary of Commerce for Communications and Information with the FCC, after receiving public comment, shall assign and appropriate frequency for the radio station. The frequency is to provide the least interference to non-government radio broadcasting and is to be consistent with U.S. interests in respect to any international telecommunications agreement. The amendment also provides that the Secretary of State is to report to Commerce on any violations by Cuba of international telecommunications agreements.
