An amendment to permit the Secretary of Defense to establish a Military Preparedness Grain Reserve to be used in the event of a national defense emergency. The grain is to be purchased from U.S. grain supplies in an amount to at least equal the amount of U.S. grain purchased by the U.S.S.R. in 1982. The construction of storage facilities is authorized. To this end $2,000,000,000 is provided.
