An amendment. The amendment has the Governor of the state for which the funds are provided, instead of the Secretary, disperse the funds under the Employment and Training Services for the Disadvantaged provisions of the bill. The Secretary would have had to distribute the funds equitably; the equitable distribution requirement is not required of the governor. The amendment increases from 10 percent to 14 percent the amount of funds allocated to the governors in carrying out their responsibilities regarding coordination and planning. The amendment also strikes the requirement that the prime sponsor provide the PIC with funds for professional, technical, and clerical staff.
