An amendment to include in the required description of ways funds of the Act are to be used in Community Job Training Plans assurances with employers that programs that include training at worksites and classrooms will use the least amount of time necessary in classrooms to prepare participants for the occupation in question. Classroom training is to "enhance the trainee's career opportunities, productivity, and capability for career advancement".
