Amendments en bloc to provide that work and safety standards of state and federal law should apply to the participants in the programs of this act as they apply to workers in other areas. If the programs do not fall under the Occupational Safety and Health Act of 1970, the Secretary is to provide standards to protect the health and safety of the participants. The amendments also provides that if the program involves substantial number of members of a labor union, the union must be consulted with its written consent given for modifications in collective bargaining agreements. Also, funds of the Act may not be used to contribute to retirement plans.
