An amendment making technical changes. These include the addition of requiring the Secretary to establish performance standards for programs the states and governors. The bill already had standard requirements for prime sponsors. The performance standards are to "reduce the number of individuals and families receiving cash welfare payments" instead of reduce "income support costs." It also adds to the research requirements on the effectiveness of the act's programs the requirement to determine their effectiveness in regard to "reduced income support costs" and "increased tax revenues".
