The amendment changes make obligatory, instead of discretionary, the use of radio facilities in Marathon, Florida as the radio to broadcast to Cuba. The amendment does not include the regulations for assigning the frequency that are in the Energy and Commerce Committee amendment, but assigns the frequency of the Voice of America that was used at the Marathon location.
