An amendment to the Hillis amendment to strike out all after the first word and add a new text. The amendment prohibits the purchases of motor vehicles by the Secretary of a military department unless it is awarded by competitive bidding without differential in favor of foreign manufactures. This does not apply to contracts of less than 50,000 dollars. The Gibbons amendment removes the requirement that one of the bidders be an American manufacturer.
