It would: a) prohibit the use of teletype for routine low priority messages, b) require the payment if the full cost for meals in the Secretary of Defense's Dining Room, c) prohibit assignment of enlisted men as personal aids to general and flag officers, and d) prohibit the provision of veteran service to members except in hardship cases and then full fees must be paid to cover expenses.
