An amendment to provide for oversight of defense expenditures. The amendment requires that when the budget for FY '84 is presented the Secretary of defense will submit to congress a report on the number of civilian employees in the Defense Contract Audit Agency, Defense Audit Service, and the Defense Criminal Investigative Service in FY '82, the number at the time the report is submitted, and the number requested for the agencies in the '84 budget, with a justification. A report is to be made on their effectiveness in cost savings with respect to reduction of waste, fraud, and abuse in light of the large expenditures granted the department.
