A substitute amendment to the Solomon amendment. The amendment requires students applying for title IV Higher Education assistance (grant, loan, or work assistance) a) to submit to the institution he intends to attend proof that he has registered for the draft, b) complete and submit draft registration forms at the time of application for assistance, or c) submit a statement that the person refuses to register for religious or moral reasons. The Secretary of Education may consult with the Director of the Selective Service on methods for collecting forms necessary for registration.
