Amendment97th Congress
An amendment to permit a test for one year of a program to award contracts of the Defense Logistics Agency to firms in the Labor Surplus Area with payments to the firms of a differential of up to 3 percent. The contract cannot adversely affect the national security; there must be an expectation that enough bids will be received to insure a reasonable cost to the U.S.; and the value of th contract cannot exceed 5 billion dollars. Also the President must report to Congress by April 15, 1983 on the results and costs of the program.
