A substitute amendment to the Simon amendment. The substitute specifies that of the money provided for research, development, test and evaluation of the MX for the Air Force, $715,000,000 may not be obligated until the President completes a review of alternative MX basing modes and notifies Congress of his choice. Thirty days must transpire between notification of Congress and obligation of the funds.
