An amendment to prohibit the use of funds under Title III (Operation and Maintenance) after 9/30/82 to be used in connection with any study of the benefits or feasibility of contracting with civilian firms for any commercial or industrial type of function of the Department of Defense performed by Department of Defense personnel. The amendment also designates $567,600,000 for salaries and other costs for employment of and performance of functions by direct-hire civilian employees of the DOD in excess of 947,000 such employees.
