An amendment to the Zablocki amendment as amended by the Bethune amendment. The Roukema amendment adds language expressing the sense of Congress the the President should 1) promote negotiations among the member countries of the Ad Hoc Working Group on Chemical Warfare of the U.N. for the purpose of drafting a treaty for complete, verifiable prohibition on chemical weapons, 2) press in all forums for an explanation from the U.S.S.R. on claims of Soviet use of chemical weapons, and 3) communicate to the U.S.S.R. the U.S.'s desire to conclude such a treaty.
