An amendment to the Courter Substitute amendment to the Zablocki amendment. The amendment expresses the sense of Congress that: 1) the president should actively promote negotiations among the ad hoc working group on chemical weapons of the U.N. for the purpose of agreeing to a treaty for complete and verifiable prohibitions against chemical weapons, and 2) the President should communicate to the U.S.S.R. the U.S.'s desire to conclude such a treaty.
