A substitute amendment to the Mavroules amendment. The substitute stipulates that 1,141,900,000 dollars is to be used only for MX missile program. Of that amount 259,900,000 dollars is for basing and deployment and is not to be obligated until 30 days after the President reports to Congress on his conclusion pertaining to a basing mode based on a study of basing modes for the MX missile system.
