An amendment dealing with procurement of commercial cargo aircraft. The amendment prohibits funds provided for aircraft for the Air Force to be used to procure additional C-5 aircraft. It specifies that 350,000,000 dollars is to be used to procure the "most effective commercial wide-body cargo aircraft". Competitive bidding is to be used in obtaining this aircraft. The Secretary is to give priority to aircraft which is surplus to its present owner, can be converted to military needs, and is owned by domestic companies on the date of enactment of this Act.
