For this 2,000,000,000 dollars is authorized for purchase of corn, wheat and soybeans and to construct storage facilities. The Secretary "may use for guidance in such purchases the amount of corn, wheat and soybeans purchased by the Union of Soviet Socialists Republics in calendar year 1982.".
